You also choose your daily budget and your maximum spending, the program automatically will spend based on your criteria.
For example you would not use adsense to get traffic from Africa if you don’t have a distribution network to send the deliver the products to them.
Is not enough for the visitor to speak English, it must have also money, need the product that you advertise and be in the coverage of the distribution network.

Other advertising programs does not have a huge team like google has from what I know.
