Time is not enough for Microsoft to build a new kernel for Windows 7 from scratch, so they will use the kernel from Windows VISTA.
The same thing they done, when they have made Windows VISTA based on Windows 2000.

I don’t know if you did know that Windows VISTA with Aero needs 32 bit to be set so you can enjoy Aero interface.
Can happen when you update your video card driver, if you before had 16 bit, after that to still have 16 bit, and because of this, the AERO interface to not work [...]
Windows Mobile 7 is under heavy development.
The date of the launch on the market will probably be 2009.
