Because they don’t pay good, 1 cent or not even 1 cent, is not good for you at least as webmaster.
There are not millions of companies that use it to be a competition and the price per play to rise based on the site content.
Competition is low from what I read.
For now, I would recommend you to use adsense, in-line ads and affiliate programs.
Pay-per-play audio ads have 100% conversion rate, but that means that if you have 100 visitors a day on your site you get 1 buck, and that if you get 1 cent per visitor, you may get less like some people said on this big, big internet.
From what I read, adsense TOS is not against them.
You could try pay-per-play audio ads anytime, is up to you.
